Measures for Technical Protection

The webcaster must transmit, if it is technically feasible, the measures that sound recording copyright owners use for identifying and protecting copyrighted material.
No Scanning
The webcaster will have to cooperate with copyright owners for preventing the use of devices to scan their transmissions, especially those that look for a determined recording.
No Bootlegs
All transmissions made by the webcaster must be from legal copies. They may not use bootlegs or prereleases.
Channel Switching
The webcaster will not be able to obligate the receiver to change channels.
Copyright Information
If it technically viable, the webcaster shall attach in the transmission encoded information with the song title, the artist and any related data.

As you can see web casting copyrighted music isn't easy for small web casters. If you were wondering how to webcast music that was copyrighted, you now know that there are a lot of issues that need to be accepted. Of course, a webcaster can choose to webcast music that isn't under the umbrella of the RIAA and its members. Like in the initial example, classical music web casting may fall within that area. But if you wish to record it, you will need to ask the webcaster if they are using copyrighted material.
